From memory, I'm going to guess that the combined weight would be approx 15 lbs. The new cost should be approx $1000CAD, but used I could probably find the pair used for a few hundred bucks or less. Sorry this isn't more accurate, but if from the pics you decide that you're still interested I will get precise info when I finish school this year. FWIW, I think this should work well, however they are no secret so I'd expect that somebody must have tried it already and we haven't seen any around yet soo....

Thanks for the info, and pics.  I did some looking around, and found the following web page that explains how this works:
 
Best I can tell, the whole system is contained within the two pulleys, and is all mechanical, and can be tuned with springs and weights.  Very interesting.  You said some of these are used in 100+ HP machines right? 
 
If you can find me a pair of used pulleys for a good price, I might just be interested in having them to play with.  Also, if you could name some specific models that use these, I could try to look for some myself.     
 
BTW, will you ever be done with school?  Seems like you've been going for about 10 years now :-)
