I have to echo Tracy's(and others) sentiment towards not trying to create
a bureaucracy out of all of this, but more toward an archive of collected
information that anyone can voluntarily access and use as his or her
discresion. I have concerns over trying to "standardize"
installations as I see this being a ways off yet. I see this as something
that could possibly work against us instead of for us if the insurance
industry thought they had a "model" to work from, existing
conversions that don't conform to the "model" may suddenly find
themselves without insurance coverage. I think what really needs to be
stressed here is that whoever uses the archive, or whatever it ends up
being, does so at their own risk, with no one twisting their

The intent of the proposed organization sounds good and I'd support it's
efforts but definitely would like the charter (or whatever) to reflect
the voluntary aspect of it. I have the same cautious attitude about
malignant bureaucracies as Rusty does.
Probably one of the most valuable things that could come out of it would
be an FAQ 'book' with indexed subjects related to aircraft rotary
use. This on-line group would be ideal for developing the list of
questions and appropriate answers. Bob's (?) wiki site probably has
a lot of material to start with but I haven't had much time to look at
it.
Which brings me to an important point: It should be
acknowledged up front that there will be differing opinions on what the
correct answers to various questions will be. Anyone who has read
this list for awhile will know this. It should be stressed to
whoever uses the services of ARPA that there are frequently many answers
to any given question and choosing the final answer is their
responsibility. The best this group can hope to accomplish is
to get the really "off the wall" answers eliminated.
If members have the opportunity to inspect & critique projects (at
the builder's request), that's great. Same caveat here as on the
FAQ.
