Thanks for all the comments, particularly the couple dozen that Ed left :-)
I just talked to Tracy, and here's the scoop.

The EC-2 is smart enough to know that you only have the primaries on at low
power, so it will turn on the secondaries if you turn off the primary
switch.  In other words, it will run with either set on, regardless of the
power setting (limited by fuel flow of one set of course).  Ed's explanation
of the secondaries delay in becoming effective, is probably the answer to
what is happening with mine.  Tracy said he had wondered about the effect of
putting the secondaries as far upstream as some folks have them. It's hard
to beat the atomization of those primaries in the block.

As for the thought of running all 4 injectors at once, the answer is pretty
much as Ed gave, to keep the injectors in a more controllable pulse width.
Still hard to believe that some of the RX-7 guys are running four 1600
injectors.  You'd only be using two to idle, but still, that's two 1600's,
which is quite a bit more than four 460/550's.  They may be the peak and
hold type, which react faster than the saturation type that we need, so
maybe that's how they get away with it.  

Bottom line is that I'm personally convinced that everything is working OK,
and just needs to be tuned, and I'd hate to do too much tuning until the
EM-2 gets here to make it easier.  The current plan is to move the airplane
to the hanger this weekend for final assembly.  That'll kill some time until
the EM-2 arrives.
