For the computer challenged, MSPaint will open about anything you drag and
drop on it.

Drop your picture icon on the paint icon and it will open. If the picture is
bigger than the frame, just use the strech and skew feature from the image
menu to shrink the picture width and height until it fits inside the frame.  Go
to file and save as, then save to your desktop as, just add web to the end of
the title and keep the .jpg or whatever suffix. JPG is about the best size
wise. You will then have the original (big) version as an icon and a reduced
version icon with web in the name. Put them in an Email, on a disc or open a
picture file and drop them in.
